Minutes of a Monthly Meeting held

Monday, July 9, 2012

 

Trustees of the Village of Brandon, Fond du Lac County, Wisconsin met in the Village of Brandon Board Room on Monday, July 9, 2012.

 

President Steve Tetzlaff called the meeting to order at 7:14 p.m. and presided.  Clerk Stark recorded the minutes of the meeting.

 

The following trustees were present: Carole DeCramer, Annette Henker, Diane Horvath, David Tarr and Michael Walgenbach. 

 

The following were present the audience: Kevin and Leslie Wilson, Kevin DeCramer, Library Director Christina Ross (left 7:45 p.m.) and Chief of Police Thomas Dornbrook (arrived 7:27 p.m., left 7:45 p.m.).

 

The Pledge of Allegiance was recited by all those present.

On a motion by Trustees DeCramer/Henker, passed on a voice vote, the Board approved the minutes of the June 11, 2012 regular meeting.

 

Library Liaison Henker mentioned that a meeting needs to be setup with the Personnel Committee.

 

Library Director Christina Ross handed out the library’s report for June 2012.  She highlighted the coming events of the Summer Reading Program.

 

Library Board President Kevin DeCramer handed out an article titled, “Library Use Continues to Rise, But Patterns Change” sourced from Speak Up for your Library – News. 

 

Kevin and Leslie Wilson of Fond du Lac introduced themselves to the Board.  They spoke concerning the property at 347 S Woodward Street and their interest in opening a private foster care and adoption agency at that site.  The building would be used for offices, training and meetings.  Eventually, they and their partner Damian Lonnee would like to build their private residences on the east end of the property.  The three of them are creating a comprehensive proposal for the Board’s review.

 

Chief of Police Thomas Dornbrook reported that the housing compliance is still a work in progress.  Bicycle safety will be a part of the Library’s Summer Reading Program.  It has been decided to keep the helmets that are in stock and use them for each bicycle safety program.  They will be sprayed with a disinfectant after each use.  The Chief reported that he attended a Landlord/Tenant class.  Certain violations that used to be a civil matter are now criminal and the Village should be able to take care of these issues with the current ordinances.  The radar trailer has been in Fairwater and will be moved to East North Street in Brandon.  The window air conditioning unit in the Police Department office is no longer working properly.  It seems that replacing the whole HVAC for the back of the building may be cost prohibitive, but Silica Hardware has an air conditioner that will fit in the existing sleeve for $299.00. 

 

On a motion by Trustees Horvath/DeCramer, carried on a roll call vote, the Board approved the purchase of an air conditioner for the Police Department office from Silica Hardware at a cost of $299.00. 

 

Trustee DeCramer reported that the Parks and Recreation Committee met recently.  They were looking into possible solutions a homeowners’ problem with people in the park using their back yard.  Director of Public Works Vance Henning found the lot line and the homeowner is actually encroaching on the park.  The materials for a fence would be approximately $500.00.  But it this is done for one homeowner, will everyone who has property adjacent to the park ask for the same accommodation.  Director of Public Works was going to speak with Laconia Little League Representative Jeff Henker about this concern.  The ponds are being treated to keep them clear of harmful bacteria.  A question came up concerning the ditch north of the park.  Is it a man-made or natural waterway?  The answer to this might made a difference when it comes to cleaning the ditch.  If it is man-made, the DNR may not have to be involved in the process.

 

On a motion by Trustees Walgenbach/Tarr, carried on a roll call vote, the Board approved the distribution of the excess funds to the Brandon-Fairwater Fire Department.  The overpayment due to the Village of Brandon will be held until August 31, 2012 in case the Fire Department would need the funds to operate.   

 

Trustee Horvath asked about the fleet discount at Homan Motors.  President Tetzlaff said that after speaking with Claire Silverman of the League of Wisconsin Municipalities and several other municipal officials, he felt uncomfortable with signing the document because it goes against the Code of Ethics found in State Statutes and the Village’s Code of Ordinances.

 

President Tetzlaff said the Board is going to begin going through the Code of Ordinances and should probably start at the beginning.

 

No other business came before the Board.  On a motion by Trustees Tarr/Horvath, passed on a voice vote, the Board adjourned at 8:26 p. m.
