Monday, June 11, 2012

 

Trustees of the Village of Brandon, Fond du Lac County, Wisconsin met in the Village of Brandon Board Room on Monday, June 11, 2012.

 

President Steve Tetzlaff called the meeting to order at 7: 23 p.m. and presided.  Clerk Stark recorded the minutes of the meeting.

 

The following trustees were present: Carole DeCramer, Annette Henker, Kurt Krohn, David Tarr and Michael Walgenbach.

 

The following were present in the audience: Director of Public Works Vance Henning, Library Director Christina Ross (left 8:24 p.m., returned 9:18 p.m.), Kevin DeCramer, Naletta Burr of the Wisconsin Economic Development Corporation and Chief of Police Thomas Dornbrook (arrived 7:28 p.m., left 8:24 p.m.).

On a motion by Trustees DeCramer/Henker, passed on a voice vote, the Board approved the minutes of the May 14, 2012 regular monthly meeting with one spelling correction. 

 

Naletta Burr, a Community Account Manager for the Wisconsin Economic Development Corporation, spoke concerning grant possibilities for the Village.  Prior to the meeting she toured the library, hall and the property on South Woodward Street.  The WEDC does grant 20 – 40% of certain types of projects.  They might include such things as sewer and water utility needs, senior citizens and the needs of those that are low to moderate income.  The Village of Brandon’s current statistics place the low to moderate income households at 41%.  In order to qualify for greater grant funding, the level needs to be a minimum of 51%.  During her presentation, members asked questions concerning the needs/wishes of Brandon.

 

Library Director Christina Ross handed out the library’s monthly report for May 2012.  She highlighted the new “Learning Center” which was set up for beginning readers.  It includes items for reading, time telling and other basic activities.  Vicky TeBeest, a library board member, has moved out of the area and consequently has resigned her board position.  The Library Board has recommended that Paul Huhndorf replace her and President Tetzlaff said that he would appoint Paul to fill out the term of Vicky TeBeest.

 

Chief of Police Thomas Dornbrook updated the board on the clean up process of some Village properties.  Two property owners have complied and done the necessary work.  Another owner has moved one of the vehicles and says that he will move the rest.  The property on East Washington Street will be a continual problem.  The Village’s attorney has suggested that the Village should not drop this matter.  The radar trailer has been out on West Main Street and will be moved to Fairwater for several days. 

 

On a motion by Trustees Tarr/DeCramer, carried on a 5 – 1(DeCramer) roll call vote, the Board approved A Mutual Agreement of a Joint Fire Department Board Between the Town of Metomen, Village of Brandon, Village of Fairwater, Town of Springvale and Town of Waupun.

 

On a motion by Trustees Walgenbach/Tarr, carried on a roll call vote, the Board approved the disbursal of excess funds in the Brandon-Fairwater Fire Department checking account less the funds that are owed to the Village of Brandon as of the Fiscal Year Ending September 30, 2011.

 

On a motion by Trustees DeCramer/Henker, carried on a roll call vote, the Board approved retaining all of the old Fire Department records, but make them available to the Fire Department as necessary. 

On a motion by Trustees Walgenbach/Tarr, carried on a roll call vote, the Board approved Amended Ordinance 2012-01 An Ordinance Annexing Property to the Village of Brandon, Fond du Lac County, Wisconsin.

 

On a motion by Trustees Krohn/DeCramer, passed on a voice vote, the Board approved the Class “B” Fermented Malt Beverage/”Class B” Intoxicating Liquor License for Brian Thomas Immel and Melissa Jean Vielbig, partners in Mel’s Bar & Grill, LLC d/b/a Mel’s Bar & Grill located at 137 E Main Street, Brandon, WI.

 

On a motion by President Tetzlaff/Trustee Tarr, passed on a voice vote, the Board approved the Class “B” Fermented Malt Beverage/”Class B” Intoxicating Liquor License for Ricky David Lau, member of W11108 Ventures LLC d/b/a Ventures located at 192 E Main Street, Brandon, WI.

 

On a motion by Trustees Krohn/Walgenbach, passed on a voice vote, the Board approved the Class  “A” Fermented Malt Beverage License for Kraig Bauman, agent for Condon Oil Company d/b/a The Brandon Store located at 102 S Woodward Street, Brandon, WI.

 

On a motion by President Tetzlaff/Trustee Tarr, passed on a voice vote, the Board approved the Cigarette and Tobacco Products License for Condon Oil Company d/b/a the Brandon Store located at 102 S Woodward Street, Brandon, WI.

 

On a motion by Trustees Henker/DeCramer, passed on a voice vote, the Board approved Operator Licenses for the term 7/1/2012 through 6/30/2014 for Ricky David Lau, Brian Scott Lavota and Michelle Ina Hilbert.

 

On a motion by President Tetzlaff/Trustee Tarr, passed on a voice vote, the Board approved Operator Licenses for the term 7/1/2012 through 6/30/2014 for Susan Ann Gustin, Katie Lynn Wendel, Michelle Mary Waldvogel and Deborah Lynn Wheeler.

 

Trustee Krohn asked about going through the Village of Brandon Code of Ordinances and making the necessary changes.  President Tetzlaff said that he would like to focus on one issue at a time and discuss this issue at the end of every board meeting until the changes have been made.  He said that he would start with the most pressing issues first.

 

Director of Public Works Vance Henning reported that the Public Works Committee discussed purchasing a new truck to replace the 2002 Ford.  Director Henning checked with Ripon Ford on the price of a new truck and with trade-in of the 2002 Ford there are enough funds to purchase a new vehicle.  He also said that he is putting the street repaving out for bid.  He has received a preliminary figure from a firm in Sun Prairie, Wisconsin of $86,650 and a preliminary figure from NorthEast Asphalt of $110,000 (These are both subject to bid). 

 

Trustee Tarr reported that the Personnel Committee held a meeting to discuss the Library’s request.  The committee has questions of the library board and would like to meet with them for discussion.  Also they are going to ask the library board for a formal proposal. 

 

Trustee Henker reported that she contacted two communities that have Community Centers.  The Village of Rosendale reported that they charge $85.00, have a capacity of 100 people and are booked 4 – 5 times a month.  The Village of Randolph charges $75.00 for residents and $125.00 for non-residents and their facility capacity is 125 people.

 

No other business came before the Board.  On a motion by Trustees Walgenbach/Tarr, carried on a voice vote, the Board adjourned at 9:31 p.m.
