Monthly Board Meeting Minutes

Monday, June 10, 2013

 

Trustees of the Village of Brandon, Fond du Lac County, Wisconsin met in the Village of Brandon Board Room on Monday, June 10, 2013 at 7:08 pm.   

 

President Steve Tetzlaff called the meeting to order and presided.  Village Clerk Corinne Vande Zande recorded the minutes of the meeting.

 

The following trustees were present: Diane Horvath, Annette Henker, Carole DeCramer, Dave Tarr, Kurt Krohn and Michael Walgenbach. 

 

The following were present in the audience:  Denise Belmer of the Brandon Food Pantry; Library Director Christy Ross (7:11 p.m.); Public Works Director Vance Henning; Police Chief Tom Dornbrook (arrived 7:26 p.m., left at 8:03 p.m., back at 9:31 p.m.); and Mike Nolan of Nolan Insurance (left 7:42 p.m.).

 

The Pledge of Allegiance was recited by all those present.

 

On a motion by Trustees DeCramer/Tarr, unanimously carried on a roll call vote, the Board approved the June 2013 payments as attached.

 

On a motion by President Tetzlaff/Trustee Tarr, unanimously passed on a voice vote, the Board approved the minutes of the May 13, 2013 monthly meeting, Board of Review held May 16, 2013, Special Meeting held May 16, 2013 and Special Meeting held May 23, 2013.

 

Village Updates:

Library Director, Christina Ross, gave her monthly report on the following items:  1) Lego Club. 2) Summer reading program. 3) Purchase of new computers. 4) Selling old computers.

 

Police Chief Tom Dornbrook, gave his monthly report on the following items: 1) Knee surgery. 2) Recent trouble with kids vandalizing. 3) Updates on Facebook. 4) Click it or Ticket. 5) Grass clippings in the street. 6) Glass containers in the park.

 

President Tetzlaff reported on the following items:  1) Attorney Lud Wurtz advised regarding the mowing situation in the subdivision.  We will have to wait until the grass gets 10 to 12 inches and follow the normal procedure.  If the curb is ruined from heavy equipment driving over it we can get restitution.  When updating the ordinance book we may want to add something about farm machinery.  2) He checked into the cost of a Fireworks display.  A 15 minute display is $2500 and if a bond is needed the cost is $3500.  3) The Fire Committee is looking to go to Beaver Dam and look at their rescue pumper which is the same model they are planning to purchase.  4) He checked into a military tank that can be used for children to explore.

 

Trustee Krohn reported he will speak with Dean Tillema regarding the TIF and the funds available.

 

Trustee Henker reported she was told the Catholic Church is going up for auction.

 

Director of Public Works, Vance Henning, reported they have done Well #2 drawdown testing.  The results are not done yet.  The worst case scenario is it could cost $35,000 for the well to be redone and the best case scenario around $4,000.  Well #1 looks really good.  He also reported the Veteran’s Memorial is donating $800.00 to the cameras for the park.  Also the dedication for the Veteran’s Memorial is set for July 7, 2013.

 

Old Business:

Food Pantry representative, Denise Belmer, gave her presentation.  Trustee Henker reported the upstairs and garage areas have improved.  Henker also noted that Belmer supplements the poor garage lighting with floor lamps.

 

Trustee Henker and Denise Belmer updated the 2007 agreement with the Food Pantry.  Attorney Wurtz reviewed the document and made a few wording changes.  On a motion by President Tetzlaff/Trustee Krohn, unanimously carried on a roll call vote, the Board approved the updated agreement with an additional line stating the agreement will be reviewed each year.  This will allow for changes if needed.

 

No new information to report on the Fire Department rescue pump proposal.

 

New Business:

Mike Nolan of Nolan Insurance passed out information on the current Village insurance policies.  He noted the insurance company would like some of the property to be insured as actual cash value and would like to meet with someone regarding updates to the properties such as new roof, heating, etc.  The Board directed Nolan to meet with Director of Public Works, Vance Henning.  Nolan noted Henning did a wonderful job on the park bleachers and will be a big improvement on the Village liability.  Nolan reported during his initial meeting with Henning, they upped the value on the Veteran’s Memorial and security cameras will be added.  Trustees asked Nolan several questions.  Nolan to report back other deductible options.

 

On a motion by Trustees DeCramer/Tarr, passed on a voice vote, the Board approved the Class “B” Fermented Malt Beverage/”Class B” Intoxicating Liquor License for Brian Thomas Immel and Melissa Jean Vielbig, partners in Mel’s Bar & Grill, LLC d/b/a Mel’s Bar & Grill located at 137 E Main Street, Brandon, WI.

 

On a motion by Trustees Henker/Horvath, passed on a voice vote, the Board approved the Class “B” Fermented Malt Beverage/”Class B” Intoxicating Liquor License for Ricky David Lau, member of W11108 Ventures LLC d/b/a Ventures located at 192 E Main Street, Brandon, WI.

 

On a motion by Trustees DeCramer/Tarr, passed on a voice vote, the Board approved the Class “A” Fermented Malt Beverage License for Kraig Bauman, agent for Condon Oil Company d/b/a The Brandon Store located at 102 S Woodward Street, Brandon, WI.

 

On a motion by Trustees DeCramer/Tarr, passed on a voice vote, the Board approved the Cigarette and Tobacco Products License for Condon Oil Company d/b/a the Brandon Store located at 102 S Woodward Street, Brandon, WI.

 

On a motion by Trustees Henker/Horvath, passed on a voice vote, the Board approved Operator Licenses for the term 7/1/2013 through 6/30/2015 for Trisha Jahns, Mary Fairbank, Dawna Iverson and Jeanine Jahns.

 

On a motion by Trustees DeCramer/Tarr, passed on a voice vote, the Board approved Operator Licenses for the term 7/1/2013 through 6/30/2015 for Lisa Ackerman, Jeffrey Henker and Jenna Washuleski.

 

On a motion by Trustees DeCramer/Tarr, passed on a voice vote, the Board approved Operator Licenses for the term 7/1/2013 through 6/30/2015 for Melissa Clark, Patricia Clark, Jennifer Schmuhl, Ronald Beck and Charles Beck.

 

On a motion by Trustees Henker/Tarr, passed on a voice vote, the Board approved an Operator License for the term 7/1/2013 through 6/30/2015 for Dawn Christensen.

 

On a motion by Trustees Tarr/Horvath, carried on a roll call vote, the Board approved the request of the Brandon Lions Club for a Class “B” Retail License for the sale of Fermented Malt Beverages at a Gathering or Picnic on June 29, 2013 in the Brandon Community Park.

 

The Board reviewed the Village address listing that will be used by Advanced Disposal to distribute the new carts and discussed options.  On a motion by President Tetzlaff/Trustee Krohn, passed unanimously on a roll call vote, the Board approved Advanced Disposal dropping off garbage and recycling carts at 317 locations.

 

The Board briefly discussed the option of going to a fee-based garbage pickup.  It was decided to ask around and talk with neighbors, family and friends of the Village and get their insight.  Will table until next month.

 

Trustee DeCramer discussed the Parks & Rec Committees suggested changes to Chapter 12 of the Ordinance book.  The Board suggested DeCramer present changes at July meeting.

 

On a motion by Trustees DeCramer/Henker, passed unanimously on a roll call vote, the Board approved amended Ordinance 11-4-1(a)(1) to remove the word ‘Parks’.

 

No other business came before the Board.  On a motion by DeCramer/Tarr, unanimously passed on a voice vote, the Board adjourned at 10:36 p.m.
