Monthly Board Meeting Minutes

Monday, May 13, 2013

 

Trustees of the Village of Brandon, Fond du Lac County, Wisconsin met in the Village of Brandon Board Room on Monday, May 13, 2013 at 7:11 pm.   

 

President Steve Tetzlaff called the meeting to order and presided.  Village Clerk Corinne Vande Zande recorded the minutes of the meeting.

 

The following trustees were present: Diane Horvath, Annette Henker, Carole DeCramer, Dave Tarr and Michael Walgenbach.  Kurt Krohn (7:29 p.m.).

 

The following were present in the audience:  Library Board President, Kevin DeCramer; Food Pantry Volunteers, Denise Belmer, Lori Foote, and Carol Lee Schultz; Library Director Christy Ross (7:12 p.m.); Public Works Director Vance Henning; Police Chief Tom Dornbrook (7:25 p.m.); and Jackie Zimmerman (7:25 p.m.).

 

The Pledge of Allegiance was recited by all those present.

 

On a motion by Trustees DeCramer/Henker, unanimously carried on a roll call vote, the Board approved the May 2013 payments as attached.

 

On a motion by Trustees Tarr/Horvath, unanimously passed on a voice vote, the Board approved the minutes of the April 8, 2013 monthly meeting with some punctuation changes.

 

Public Comment:

Jackie Zimmerman of the co-ed Friday night softball league asked to start their league on June 7, 2013.  President Tetzlaff approved the softball league beginning on June 7, 2013.  She would like to obtain a key for the shed in the park so she has access to the drag.  She also expressed interest in having a softball tournament over Labor Day weekend as well as fireworks and a band.  That is the weekend the Lions typically have their corn roast will need to check with them regarding the tournament.

 

Village Updates:

Library Director, Christina Ross, gave her monthly report on the following items:  1) Book sale. 2) Lego club. 3) Village employee appreciation dinner. 3) 4k students field trip to the Library. 4) Rosendale school Library open on Wednesdays in the summer. 5) Increased activity during ice storm. 6) Replacing Library computers. 7) Wrote a grant for 1000 books before Kindergarten.

 

Library Board President, Kevin DeCramer reported John Deere supports Lego clubs and hopes to receive a donation towards the club.  Also a Brandon school teacher’s husband works for John Deere and has offered to give engineering tips to the lego club.

 

Trustee Henker reported the Library volunteers did a nice job cleaning out the front half of the upstairs of the Library.  The book sale and lego club will take place in the upstairs of the Library.

 

Police Chief Tom Dornbrook, gave his monthly report on the following items: 1) Ice storm. 2) Worker’s comp approved his knee surgery. 3) Grant from Centurylink for a year of free DSL for the Parks camera. 4) Changed cell carrier to US Cellular.  Now that reception is better office calls will be forwarded to the squad when on duty. 5) Radar trailer will be out either this week or next. 6) Attended training on legal updates and investigating mistreatment of children.

 

Trustee Horvath reported the Fire Department is looking to purchase a rescue pumper to replace 3 of their current trucks in 2015 and our cost will be roughly 30% of the total cost.  If the Board has any question on the proposal included in the Board packets a Fire Department member will come to a meeting. 

 

Department of Public Works Director, Vance Henning, reported Friday night, May 10, 2013, the bathrooms by the tennis courts had the windows smashed out.

 

Trustee DeCramer the Parks & Rec committee is working on a list of rules for the park.  They are also looking into motion detected security cameras for the park which could be monitored from another location or downloaded for viewing at a later date.  The Veteran’s Memorial Fund may donate towards the purchase of the cameras, amount unknown at this time.

 

Trustee Tarr reported he is looking into some communication type training for Village employees through Moraine Park.  He would like department heads to have regular monthly meetings to communicate activity in their department.  Possibly have the meetings half an hour before the regular monthly Board meetings.

 

Old Business:

Clerk Vande Zande reported General Code was able to lower the cost of the codification to $10,965 with the first payment due January 2014.  On a motion by Trustees Walgenbach/Tarr, unanimously carried on a roll call vote, the Board approved the acceptance of General Codes May 10, 2013 proposal of $10,965.

 

New Business:

Denise Belmer of the Brandon Food Pantry reported on number of families using the Food Pantry, pantry items available and general operation of their service.  She was unaware of the agreement made with the previous Food Pantry President.  Trustee Henker will meet with Belmer to review the previous agreement, make changes where necessary, and present to the Board for approval at the June meeting.  Belmer also discussed the Fire Inspection violations.  They have purchased the fire extinguisher needed and are willing to pay for the electrical outlets needed for the refrigerators/freezers.

 

President Tetzlaff reported on an option for the Village to join the State telephone plan called Centrex.  There will be no change to service and it could save the Village roughly $100 a month.  On a motion by Trustees Tarr/Walgenbach, carried on a roll call vote, the Board approved joining the State of Wisconsin Centrex telephone plan.  Tetzlaff – abstain.

 

Clerk Vande Zande reported that while preparing addresses for Advanced Disposal to deliver the new carts, she discovered there were 3 businesses currently receiving garbage pick up at Village cost.  Village ordinance states that all commercial and industrial sites within the Village shall provide for the collection and proper treatment of solid waste through a solid waste collector licensed by the Village.  It is unclear why these 3 were being picked up.  On a motion by Trustees Tarr/Horvath, carried on a voice vote, the Board approved the Clerk’s proposed letter to send to the 3 businesses explaining they will have to provide their own garbage pick up.

 

Chief Dornbrook reported the Depot Park parking has two hour parking at this time.  Would like to extend to three or four hour parking to accommodate family picnics and brat fry workers.  Will need formal action to enforce.  There was discussion about handicap parking on Main Street.  On a motion by President Tetzlaff/Trustee Tarr, passed on a voice vote, the Board approved making the first stall of the Depot Park on North Commercial Street a handicap stall and enforcing a 4 hour parking limit on that section.

 

Clerk Vande Zande reported she applied for a scholarship for the Clerks & Treasurer’s Institute at UW Green Bay for July 14-19, 2013.  She was awarded a $684 scholarship towards expenses to attend the Institute.  There will be additional costs for lodging, travel and food.  On a motion by President Tetzlaff/Trustee DeCramer, unanimously carried on a roll call vote, the Board approved travel, lodging, and food expenses not covered by the scholarship money.

 

On a motion by Trustees DeCramer/Tarr, passed on a voice vote, the Board approved Operator Licenses for Renee Mayo for the term 5/14/2013 through 6/30/2014.

 

On a motion by Trustees DeCramer/Henker, unanimously passed on a roll call vote, the Board approved the attendance of Sue Leahy at Zoning Board meetings.

 

President Tetzlaff proposed continuation of all existing committees for May 2013 through April 2014.  On a motion by President Tetzlaff/Trustee Tarr, passed on a voice vote, the Board approved the committees as is.

 

No other business came before the Board.  On a motion by Henker/DeCramer, unanimously passed on a voice vote, the Board adjourned at 9:55 p.m.
