Monthly Board Meeting Minutes

Monday, January 13, 2014

 

Trustees of the Village of Brandon, Fond du Lac County, Wisconsin met in the Village of Brandon Board Room on Monday, January 13, 2014 at 7:07 p.m.   

 

President Steve Tetzlaff called the meeting to order and presided.  Village Clerk Vande Zande recorded the minutes of the meeting.

 

The following trustees were present: Diane Horvath, Mike Walgenbach, Carole DeCramer, Dave Tarr and Kurt Krohn.  Note:  Annette Henker resigned as Trustee effective January 1, 2014 upon her leaving residency in Brandon.

 

The following were present in the audience:  Department of Public Works Director Vance Henning; The Corner Bar LLC owners, Melissa Clark (left 7:31 p.m.) and Michelle Clark (left 7:31 p.m.); Damian Lonnee; and Kevin DeCramer (left 7:31 p.m.).

 

The Pledge of Allegiance was recited by all those present.

 

On a motion by Trustees DeCramer/Tarr, unanimously carried on a roll call vote, the Board approved the January 2014 payments as attached.

 

On a motion by Trustees Tarr/DeCramer, unanimously carried on a voice call vote, the Board approved the Village of Brandon financials as of January 13, 2014.

 

On a motion by Trustees DeCramer/Horvath, unanimously passed on a voice vote, the Board approved the minutes of the December 9, 2013 monthly meeting.

 

Village Updates:

Library Board President, Kevin DeCramer, gave the Library monthly report.  He noted Christy is on vacation.

 

Trustee Horvath reported the Fire Chief is planning to have an executive meeting in March.

 

Public Works Director, Vance Henning, reported he did some checking on the leaf vac.

The demo model he found is too small for Village purposes.  The cost for a new pull-type leaf vac of the size needed is approximately 30 to 35 thousand dollars.  It was noted front mounted leaf vacs are no longer legal in the State of Wisconsin.  Henning also checked with the Village of Rosendale Public Works department as they have one like we would be interested in.  Rosendale has no complaints about theirs.

 

New Business:

On a motion by Trustees Tarr/DeCramer, passed on a voice vote, the Board approved the Class “B” Fermented Malt Beverage/”Class B” Intoxicating Liquor License for Michelle Ina Clark and Melissa Sue Clark, partners in The Corner Bar, LLC d/b/a The Corner Bar located at 192 E Main Street, Brandon, WI.

 

On a motion by Trustees DeCramer/Horvath, unanimously passed on a voice vote, the Board approved payment of Village employee meals at the Christmas party on Saturday, January 25, 2014.

 

On a motion by Trustees Walgenbach/Tarr, unanimously passed on a voice vote, the Board approved payment of 2014 membership dues to Waupun Chamber of Commerce for $65.00.

 

On a motion by President Tetzlaff/Trustee Tarr, unanimously passed on a voice vote, the Board approved setting the bulk pickup date for Monday, May 5, 2014, or as close to that date as possible.

 

7:31 pm:  Motion by DeCramer/Tarr, unanimously carried on roll call (6-ayes, 0-nays), to move to closed session per Wisconsin State Statute 19.85(1)(c) Consideration of employment, promotion, compensation or performance evaluation data of any public employee subject to the jurisdiction or authority of governing employee who is being considered.  (Re: employee raises and health insurance) 

 

8:36 pm:  Motion by DeCramer/Tarr, unanimously carried on roll call (6-ayes, 0-nayes) to reconvene to open session.

 

On a motion by President Tetzlaff/Trustee DeCramer, unanimously carried on a roll call vote, the Board approved a 1.5% pay increase for the following: DPW employees, Vance Henning, James Ramsey, Christopher Schouten; Deputy Clerk, Sherry Laper;  Susan Gustin, crossing guards, and election workers.  Clerk Vande Zande to receive $.75 an hour increase.

 

Motion made by Trustee DeCramer to approve the Village pay increase from $687.96 to $731.84 for Police Chief Dornbrook’s health insurance.  Motion died for lack of a second.

 

No other business came before the Board.  On a motion by Krohn/DeCramer, unanimously passed on a voice vote, the Board adjourned at 8:43 p.m.
