Monthly Board Meeting Minutes
Monday, January 9, 2017
Trustees of the Villageof Brandon, Fond du Lac County, Wisconsin met in the Village of Brandon Board Room on Monday, January 9, 2017 at 7:14 p.m.
President David Tarr called the meeting to order and presided. Clerk Corinne Vande Zande recorded the minutes of the meeting.
The following trustees were present: Shaun Hiemstra, Kurt Krohn, Gwen Shoffner, Angie Smit, Richard Vollbrecht and Mike Walgenbach.
The following were present in the audience: Director of Public Works, Vance Henning; Police Chief, Tom Dornbrook; Library Director, Christy Ross; Gary Bilke, Kevin DeCramer and Damian Lonnee.
The Pledge of Allegiance was recited by all those present.
The agenda for January 9, 2017 was approved on a motion by Tarr/Krohn and unanimously passed on a voice vote.
The January 2017 payments (as attached) were approved by the Board on a motion by Trustees Smit/Krohn and unanimously passed on a roll call vote.
The financial reports as of January 9, 2017 were approved by the Board on a motion by Trustees Krohn/Vollbrecht and unanimously passed on a roll call vote.
The minutes of the December 12, 2016 monthly meeting were approved by the Board on a motion by Trustees Walgenbach/Shoffner and unanimously passed on a voice vote.
Hiemstra asked if the newly approved parking signs had been installed. Dornbrook answered that because of the weather this has not been done yet. The curb needs to be painted and the frost is preventing the signs from being installed.
Library Director Christy Ross gave her monthly report.
Police Chief, Tom Dornbrook, gave his monthly report.
Old Business (Agenda item #1): There were no updates regarding the Village’s request for the County to re-route County Road T.
New Business (Agenda item #1): Librarian Christy Ross reported the Bank of Oakfield recently updated their system resulting in the Village & Library accounts were grouped together as they share a FEIN number. In order for the Library to access their accounts online, the Bank of Oakfield is seeking permission in the form of Village minutes. Motion by Trustees Tarr/Vollbrecht, unanimously passed on a roll call vote, to allow Librarian, Christy Ross, access to Library accounts only.
New Business (Agenda item #2): On a motion by Hiemstra/Shoffner, passed on a voice vote, the Board set the bulk pickup date for on May 8, 2017.
New Business (Agenda item #3): Clerk Vande Zande reported it was brought to her attention that part time employees did not receive a wage increase for 2017. In years past it has been half of what the full time employees receive. After talking with Village Attorney he advised the Board make a decision on whether they would like to hold a closed session to discuss this further or dismiss this. It was the consensus of the Board that this was inadvertently missed. On a motion by Hiemstra/Walgenbach, unanimously passed on a roll call vote, the Board tabled this item until next month and proceed as the Village Attorney suggests.
Gary Bilke was in attendance to discuss his property tax bill with the Village Board. Bilke owns several properties in the Village as well as surrounding communities. He is wondering why his portion of taxes to Moraine Park went up in Brandon but down in the surrounding communities.
No other business came before the Board. On a motion by Hiemstra/Vollbrecht, unanimously passed on a voice vote, the Board adjourned at 7:45 p.m.
