Minutes of a Monthly Meeting

Monday, May 8, 2017


Trustees of the Villageof Brandon, Fond du Lac County, Wisconsin met in the Village of Brandon Board Room on Monday, May 8, 2017.


President David Tarr called the meeting to order at 7:00 p.m. and presided.  Clerk Corinne Vande Zande recorded the minutes of the meeting.


The following trustees were present: Shaun Hiemstra, Rick Peterson, Gwen Shoffner, Richard Vollbrecht and Mike Walgenbach.


The following were present in the audience: Public Works Director Vance Henning, Librarian Christy Ross, Library Board President Kevin DeCramer, Gary Klawitter and Ben Geisthardt.


The May 2017 payments (as attached) were approved by the Board on a motion by Trustees Walgenbach/Shoffner and unanimously passed on a roll call vote.


The financial reports as of May 8, 2017 were approved by the Board on a motion by Trustees Walgenbach/Hiemstra and unanimously passed on a roll call vote.


The minutes of the April 10, 2017 utility meeting were approved by the Board on a motion by Trustees Hiemstra/Vollbrecht.  Motion passed on a voice vote.

New Business: 

Trustee Walgenbach reported on behalf of the Public Works Committee the findings of their study and the need for a sewer rate increase.  Findings are as follows:

  1. Sewer plant experience increased infiltrations during heavy rains.  During a normal day plant processes 150,000 gallons and increases up to 500,000 gallons during heavy rains.
  2. It was noted infrastructure was old and in need of updates.
  3. The committee is suggesting a multi-year plan (4 years at $20,000/year) to include new lines in the park and relining laterals as funds allow. 


The sewer rate increase discussed would be 10% for sewer user fees and $1.00 per unit increase for the SIF fund.  This will potentially generate an additional $34,000 a year towards sewer projects.  This would cost a family using 4,000 gallons a month roughly an additional $7.37 a month.  The committee would like to see an effective date of June or July 2017.  Motion by Tarr/Vollbrecht, unanimously passed on a roll call vote, to approve the sewer rate increase effective for the July 2017 billing.  Increase of sewer infrastructure fee increase of $1.00 per unit and sewer user fee increase of 10%.


Public Works Director Vance Henning reported the water tower will be filled upon completion of the project.  At that time water samples will have to be taken and sent to the lab for testing.  While Lane Tank was painting the tower they found the stand pipe at the bottom of the tank leaking which they then replaced. 


No other business came before the Board.  The Board adjourned at 7:23 pm on a motion by Trustees Vollbrecht/Walgenbach and unanimously passed on a voice vote.
